Chambers for Innovation and Clean Energy (CICE) Statement on Permitting Reform and Policy Certainty

April 23, 2026 – Chambers for Innovation and Clean Energy (CICE) brought chamber of commerce leaders from across the country to Washington, D.C. April 20-22, 2026, for a series of timely and strategic meetings with members of Congress and their staff. 

The message: Congress must deliver comprehensive permitting reform and long-term policy certainty to unlock private investment and sustain American economic growth.

Outdated and inefficient permitting processes continue to delay critical infrastructure and energy projects nationwide, driving up costs and stalling billions of dollars in potential investment. 

Chamber leaders shared firsthand accounts of how permitting delays and policy uncertainty hold back projects in their regions, from energy generation and transmission to manufacturing. Every month of delay costs communities the jobs, investment, and energy infrastructure their families and businesses depend on.

CICE and its nationwide network of chambers of commerce and economic development organizations call on Congress to act swiftly to modernize permitting, establish clear and predictable timelines for project reviews, and provide the policy certainty that businesses and investors need to commit capital and create jobs. A streamlined permitting process is pro-growth, bipartisan, and urgently needed.
