Chamber Led Study Recommends Connecticut Step Up Its Offshore Wind Game

The Chamber of Commerce of Eastern Connecticut, alongside Eversource and Ørsted, commissioned a report done by McAllister Marine Engineering LLC, Embracing the Potential of Offshore Wind in Connecticut: A Study of Opportunities and Challenges, that offers recommendations for the state to better harness the benefits of the offshore wind industry, emphasizing the state’s deep-water ports, stellar supply chain, manufacturing ability, and skilled workforce. “The report highlights the economic opportunities available and our advantages in attracting those opportunities, and challenges that can keep the state from realizing the maximum potential offered by offshore wind power,” says The Chamber of Commerce of Eastern Connecticut President and CEO, Tony Sheridan.

Offshore wind is already an increasingly sought after source of renewable energy as the price continues to drop and many states like CT make clean energy goals. Existing wind farms, Revolution Wind in New London, developed by Eversource and Orsted, and Park City Wind in Bridgeport, developed by Avangrid Renewables and Copenhagen Infrastructure Partners, offer the region economic development opportunities, job growth, and increased revenue. A big advocate for renewable and sustainable energy, Connecticut Governor Ned Lamont said, “We are encouraged by the fact that we have the assets in place to secure Connecticut’s role as a leader in the offshore wind industry and renewable energy.” Also saying, “We look forward to supporting our private sector partners as we further strengthen our position in this emerging industry and maximize its benefits to the environment, job growth, economic development and our future as a state.”

Sheridan said the report offers a “detailed analysis of the industry and a guide for businesses looking to expand by pivoting from their current operations to add the billion-dollar offshore wind industry to their portfolios.” Connecticut Business & Industry Association (CBIA) even featured the report on their website, highlighting CT’s need to leverage offshore wind opportunities.

Report highlights include:

Deep water ports, unobstructed access to open water, the aerospace industry, and high-tech supply chain serving submarine manufacturers make CT a superior location for offshore wind
Many pre-existing manufacturing businesses have the potential to grow their business with new demand
The prevalent aerospace industry features highly skilled workers in electrical discharge machining, a skill set also used in the complex geometries of each wind turbine
CT cannot succeed and thrive alone, it truly is a regional effort
European developers may choose to utilize their existing non-U.S. based manufacturing facilities if there is a lack of support, or fierce competition, resulting in the loss of potential new jobs, and economic development opportunities

With thousands of new jobs and billions of dollars of new investments on the line, the report makes it clear, the time is now, and the “once in a generation” opportunity is here. CT must leverage the offshore wind industry and work within the region to secure a better, cleaner, and more prosperous future and economy for all.

FL Businesses Encouraged to Work with Insurers and Government to Stabilize Insurance Costs

Florida has come a long way in a relatively short time to understand that the climate is changing and that businesses and residents alike need a plan. The link between the climate crisis and insurance rates has prompted insurers to evaluate the amount of risk they are willing to take as weather disasters become increasingly intense. Insurance rates for property and business owners in the sunshine state are rising rapidly in some locations.

Chambers for Innovation and Clean Energy (CICE) partnered with Florida Association of Chamber Professionals (FACP) and the Greater Fort Lauderdale Chamber of Commerce to discuss how chambers, businesses, insurers, and local governments can work together to build climate resiliency and stabilize insurance costs. Speakers included:

Data confirming the climate crisis is undeniable and “It’s shocking that we go on with business as usual,” says Dan Lindblade. He encouraged chambers to discuss climate resilience within their board of directors and work to educate members on the issue. Climate risk includes droughts, fires, excessive heat, storm surge, flooding and sea level rise. The groups insuring against these events include insurance companies, financial institutions, and the government. The cost of climate risk (internationally) is 2% gross of domestic product (GDP), but it is expected to rise to 4% by 2050 due to climate induced costs. While most insurance companies recognize the magnitude of climate risk, fewer than half have taken real steps to resolve the risks, but insurance companies are changing their perspective. Insurance companies are no longer worried about scaring away banks by talking about climate impacts. Historical models, which have been used to project climate risk, are no longer viable due to the increased pace of climate change.

In Florida insurance companies are getting more selective on what properties they will insure. This change could result in a 100-150% increase on older properties, especially if the roof is older, and a 10-15% increase for newer properties/roofs. Climate risk is also impacting other types of risk, including general liability and directors and officer claims.

“The business community must be proactive. For so long, risk was simply transferred to the insurance company and property owners washed their hands of the risk. Property owners need to start now to make sure their risk is the type of risk that they are willing to fund themselves, because if they aren’t willing to fund it themselves, they may not find anyone else to fund it,” says Anita Byers.

With extreme weather becoming more dangerous and destructive, it’s important to be proactive and look for solutions before the next storm or flood hits. Chris Sharek with Jacobs said we need to be “solution focused” when talking about climate resilience. Jacobs, an engineering firm, has been working on climate resiliency projects throughout the state, aiding businesses of all kinds to be proactive. One project in particular, executed for Tyndall Air Force Base, included a 4 billion dollar rebuild of the base to create a new design standard as a result of the damages endured by Hurricane Michael. This is a prime example of the private sector throwing their hat in the ring and making efforts towards climate resiliency alongside government entities.

State and local governments play a vital role in climate discussions. Senate Bill 1954, signed by Gov. DeSantis in May 2021, otherwise referred to as the climate resilience legislation has four key components.

Affirms that Florida has a problem with sea level rise and flooding.
Introduces a grant program to help communities adapt.
Affirms this is a state issue, not just a coastal issue.
Outlines the need for a statewide vulnerability assessment with prioritized funding going to the most critical assets.

This legislation has been a great first step for advancing climate resiliency throughout the state.

Alex Reed with the Office of Resilience and Coastal Protection of the Florida Department of Environmental Protection, the state department tasked with implementing SB 1954, said businesses can be a big help by reaching out to their local government in support of climate legislation. “This needs to be a community effort,” says Reed. Not every community has the same assets or needs, but the business community can help identify regionally significant assets that may support adjacent communities.

Businesses of all sizes will continue to be affected by the climate crisis, especially in a high risk state such as Florida. Taking action as a chamber is beneficial for members, and the community in which everyone serves. Chambers have the opportunity to lead by example and work alongside government entities and businesses to ensure a better future for all. NC Chamber leaders gather for offshore wind industry summit

Chambers for Innovation and Clean Energy hosted its first-ever Chamber of Commerce North Carolina Offshore Wind Summit on Friday October 27 in Wilmington, NC, a hot spot area for offshore wind development. Chamber and economic development leaders heard from experts in the industry and saw firsthand the $109 billion economic potential of offshore wind (OSW) through supply chain opportunities and development off the coast.

The Wilmington (NC) Chamber of Commerce has seen the impacts offshore wind has had on their local economy and welcomes new development. “I’m so excited for the opportunity and growth brought by offshore wind,” says Megan Mullins, Wilmington Chamber.

Responding to NC Governor Cooper’s goal of 30 GW of OSW development in the state; several speakers noted the much-anticipated opportunity for new jobs creation and economic growth for the state. “The 30GW target for offshore wind will be big for the economy and for supply chain organizations including steel production,” says Frank Fisher, Nucor.

Additionally, with over 8,000 components in a wind turbine, there is plenty of opportunity for NC’s 55 wind energy supply chain companies to expand their manufacturing base to support the OSW industry. John Hardin with the North Carolina Department of Commerce honed in on the supply chain opportunities, “Whether you’re on the coast or in the mountains, the state of North Carolina can benefit from offshore wind supply chain opportunities.” Ed Conner with SpanSet said, “Offshore wind is a big opportunity and billion dollar market for supply chain businesses.”

Current NC OSW plans include Avangrid Renewables’ Kitty Hawk Wind project off the coast of Corolla. Over the next decade the project will bring in billions of dollars, including $1.5 billion in construction activities and sales, alone. Ashley McLeod, Lead- OSW Public Affairs, Avangrid Renewables, shared the new clean energy job opportunities for current and upcoming workforce in the state and said, “This is my advice to chambers, you should reach out to your local schools and show kids that the offshore wind industry is a great option for them, with high paying jobs without a 4 year degree.”

Addressing how NC residents perceive OSW, Jaime Simmons, Southeast Wind Coalition (SEWC) Program Manager, joined the group to bust some OSW myths and share results from a recent study conducted for SEWC. That survey found that 7 in 10 people are supportive of OSW in North Carolina. “We found support for offshore wind in North Carolina across political parties, and many demographics,” said Simmons.

Ambitious goals paired with ambitious leaders will fuel the clean energy economy and provide opportunities for chamber members and communities across the state. “There isn’t a more valuable ally than local chamber executive and economic development leaders in clean energy development,” says Mark Fleming, Conservatives for Clean Energy. “Chambers are the perfect conveners to be able to get the right information on the table.”

The Clean Energy Economy Bodes Well for Arizona Jobs and Economic Growth

Chambers for Innovation and Clean Energy (CICE) and Arizona Forward hosted a virtual briefing on October 5 to discuss the opportunities associated with Arizona investing in a clean energy economy, the bipartisan infrastructure bill, and other federal policies that could positively impact the state.

Representative Greg Stanton (D-AZ) opened the session, with more than 200 attendees, by providing an overview of the proposed infrastructure bills in Congress and the effects climate change is playing on our economy and quality of life, saying “Arizona, and our entire nation needs to invest in infrastructure.” He discussed the vital investment in electric vehicles and renewable energy that will stimulate the economy with new, high paying jobs and local tax revenues and keep the state on track for a clean energy future, continuing on to say, “Everyone at every level everywhere needs to work together.”

Todd Brady of Intel, highlighted the opportunity for economic growth and job creation via the corporate sector, not only from investments within their own firms but from their respective supply chains, saying, “What I'm hearing from my peers at other companies and what we're hearing from our customers, is not only requesting, but requiring their suppliers to move to 100% renewable energy - what better way to make Arizona even more attractive for business." With many major companies such as GM, Amazon, and Microsoft pledging to be 100% renewable in the near future, Arizona, with a good economic development plan and state policies associated with clean energy, will be an attractive location for new investors, businesses, and revenue.

Ryan Evans with CICE talked about the investment in clean energy and the payoff in return. “Let’s be clear that moving to a clean energy economy costs money. Investments will need to be made but because of the economics of renewable energy and [energy] storage, those investments have a clear and significant ROI,” says Evans. “We’ve seen it in other states and we’ve seen it in Arizona. Not only by investing in a clean energy economy, can you procure more clean energy, but you will develop jobs and tax dollars for your state and local communities.”

Attendees were asked to voice support with the Arizona Federal Delegation for investments in infrastructure and in particular investments that address climate change and promote clean energy jobs through calls, letters, and further outreach to their local policymakers; sharing the message that Arizona is open for business.

Sen. Brodeur: Republicans Recognize the Importance of Climate Issues in Florida

State Senator Jason Brodeur, President and CEO of the Seminole County Chamber, composed an Op-Ed to illustrate Republican involvement in climate action and resiliency efforts in Florida; a state with a unique vulnerability to the climate crisis. Sen. Brodeur: Republicans lead on climate, resiliency efforts | Commentary

More so than perhaps any other state, Florida is vulnerable to the impacts of our changing climate and increasingly severe weather events. That’s why Republicans in Florida are leading on climate and resiliency issues.

With the right policies in place, we can preserve our state’s beautiful natural areas, protect the private property of individuals and businesses, and strengthen economic opportunities across the Sunshine State. Legislators in Washington, D.C., should take note.

Under the leadership of Gov. Ron DeSantis, Senate President Wilton Simpson, and House Speaker Chris Sprowls, Florida passed the largest climate resiliency package in our state’s history — and one of the most far-reaching, ambitious packages in the country this year. Congress should take note as they debate resiliency funding in the infrastructure package: In the Florida Legislature, we worked across the aisle to get that job done. The governor’s $500 million resilient Florida plan — the heart of this initiative — earned broad bipartisan support in both chambers of the state Legislature on its way to his desk for signature into law.

The Florida Legislature also approved a number of other climate-friendly conservation measures, two of which I was proud to sponsor. The first will protect critical wildlife corridors and natural areas across the state. The second dedicates funding to capturing and cleaning nutrient-heavy water before it flows into Lake Okeechobee, reducing the nutrients that feed algae blooms in the lake and on either coast while also recharging the Florida aquifer.

It just makes economic sense to protect our natural resources and abundant recreational opportunities. That is, after all, our chief asset and one of the biggest draws of tourism to the state.

However, resiliency efforts go much further than that. They help protect the private property of Florida homeowners and businesses from the increased severity of storms, hurricanes, flooding, and other extreme weather emergencies. Ultimately, increasing Florida’s climate resiliency also helps lower the cost of doing business in the state by lessening the impact of these events and reducing their associated insurance costs.

Complementing these resiliency efforts, Florida Republicans are also offering bold, market-driven, and conservative solutions to accelerate the adoption and deployment of clean energy across the state. If we are going to lead on the issues of climate and resiliency, then that will require increased investments in expanding clean energy and making it more accessible for more Florida homes and businesses.

In particular, I was proud to sponsor legislation recently signed into law that reduces red tape for solar permitting throughout the state. That legislation, SB 896, will facilitate the adoption of solar power in Florida’s agricultural community. Prior to its passage, many Florida farmers who were interested in using parts of their land to generate solar energy found the permitting process to be too cumbersome to navigate.

Through SB 896, we streamlined the process to allow properties that are zoned for agriculture to be automatically permitted for solar generation. Much like recent efforts by Sen. Marco Rubio — who co-sponsored the Growing Climate Solutions Act in the Senate — passage of this renewable energy expansion legislation will allow farmers to be part of the climate solution in a pro-growth, economically advantageous way.

In the state Senate, we also passed legislation that would open up markets for biogas. Florida is already a leader in production of this emerging, innovative energy resource. Now, passage of this legislation into law will help make biogas much more competitive with other energy sources, giving Florida another natural, clean energy tool for our toolbox.

As we have been doing for years, Florida Republicans will continue to lead the way on climate resiliency and smart clean energy production in the 2022 legislative session and beyond. Washington should follow the example state lawmakers are setting and work with their colleagues on both sides to advance common sense clean energy and climate solutions that will help make our state more resilient and prepare us for the future, whatever it may hold.

An Ohio Clean Energy Economy Emerges Delivering Steady Job Growth

The clean energy sector is one of Ohio’s leading employers. In fact, “More than twice as many Ohioans work in clean energy than the number of lawyers, accountants, auditors, web developers, and real estate agents combined.”

Clean energy jobs in Ohio span a wide range of industries including energy efficiency, renewables, advanced transportation, grid and storage, and clean fuels. As a whole, the clean energy sector, according to this year’s Clean Jobs Midwest analysis published by the Clean Energy Trust and E2, represents more than 103,000 jobs in the Buckeye State. Energy efficiency makes up 71 percent of the state’s clean energy related jobs while advanced transportation, building on previous years' increases, saw a 3 percent jobs increase. This makes advanced transportation the state’s fastest growing clean energy sector as companies like GM and Ford make significant commitments to electric vehicles (EVs).

No surprise, the COVID-19 pandemic had a negative impact on clean energy jobs across the nation in 2020, with Ohio specifically, losing 10,951 clean energy jobs, representing the first decline in years. State policy also had an impact on the decline, unfortunately. Ohio’s House Bill 6, which eliminated energy efficiency standards, can be attributed to Ohio’s biggest drop in the energy efficiency industry, totaling 9,874 jobs.

Despite the pandemic and adverse state policies, the industry saw a dramatic bounce back, growing 10.1 percent the second half of the year, rebounding quicker than the overall Ohio workforce.

Small towns in Ohio are big winners in the clean energy industry, with more than 15,700 jobs located in rural areas. Additionally, as chambers well know, small businesses typically make up the majority of its membership directories and clean energy follows that same model. Small businesses helped fuel the state’s clean energy sector last year, with 62 percent of Ohio’s clean energy businesses employing fewer than 20 people.

The transition to a clean energy economy in Ohio is expected to steadily grow providing good-paying opportunities for job seekers, including those in underserved communities. Additionally, chamber member businesses from start-ups to the largest employers will benefit from cost saving programs as well as the ability to purchase low-cost, state-generated renewable energy.

Ohio chambers tour North America’s largest solar manufacturer and discuss the future of solar in their communities

In light of $18 billion economic investment on the line in the state with utility scale solar development, Ohio chamber of commerce and economic development leaders are eager to learn how they can support this opportunity in their counties.

Many of these chamber leaders and other economic leaders gathered recently at First Solar in Perrysburg, the largest solar module manufacturer in the Western hemisphere to participate in a conversation on how to best navigate conflict with utility-scale solar development.

State Representative Jim Hoops, Chair of Ohio House Public Utilities Committee welcomed attendees and stressed the importance of Ohio expanding its energy generation stating, “We need to diversify our state’s energy portfolio. Diversifying is so important, especially solar and wind for peak usage.”

Regarding Senate Bill 52’s provision to allow county commissioners to ban renewable energy development, Rep. Hoops urged attendees, “The most important thing chamber and economic development leaders can do is go to your commissioners and recommend to them to take it slow and not make any rash, sudden decisions. Encourage them to take their time and to keep your county open to the possibility of solar. Counties may never get this opportunity again.”

Following the representative’s remarks, chamber directors took part in a private tour of First Solar, and heard about its plans to add another 700 jobs via a $680 million expansion, with the addition of a third plant in Perrysburg. It is worth noting that First Solar has invested more than $2 billion in their Ohio facilities. Closing out the day, attendees participated in a robust, roundtable discussion about the issues with utility scale solar development in their communities.

However, focusing on the chamber’s mission will help guide chamber staff, their board of directors and legislative committees to not waver in their efforts to support business growth in their communities.”

Chambers of commerce and economic development organizations are claiming their seat at the table when it comes to clean energy policy, resilience, and climate discussions.

Clean energy and climate are everyday conversations in the business and policy world. With solar and wind energy becoming the cheapest form of new electric generation, and 70 percent of Fortune 100 companies setting clean energy goals, the transition to sustainable energy is undeniable. Clean energy is cheap, in demand, creating jobs faster than any other industry, and generating billions of dollars of investments across the country.

During this year’s Association of Chamber of Commerce Executives’ (ACCE) Annual Chamber Innovation Summit, Chambers for Innovation and Clean Energy (CICE), was pleased to host a webinar featuring three chamber executives from across the country who spoke about leadership in clean energy and climate discussions. Moderated by Susan Munroe, Deputy Director at CICE, the panel featured:

Chambers and communities feel it is very important to lead out on climate action, resilience and clean energy in order to be competitive with other communities. Nic Glover dove in head first by simply picking up the phone and connecting with other chambers he knew were doing good work in the clean energy space, saying, “One of the wonderful things that the chamber world has is each other.” Glover goes on to say that working with members and elected officials sets up the chamber to be the perfect voice for the business community when conveying policy to members and expressing needs of the business community to government officials. “I think it’s incredibly important that any chamber aligns itself with its local municipality and city officials,” says Ann Silver.

The words ‘climate change’ used to be taboo, but throughout the years has been recognized by a majority of Americans as a threat to our economy and way of life. Carbon pricing is now supported by some of the most conservative business organizations and even the fossil fuel industry. This can create an opportunity for new businesses to emerge and take advantage of carbon taxes, and can lead to rapid energy diversification. Joe Beceiro says, “Even traditional oil and gas companies see their current business model as vulnerable and are looking to diversify their business models into new areas of energy.” Beceiro also expressed that federal incentives need to dramatically change and higher prices on carbon may be needed in order to develop sustainable business models.

Clean energy discussions can sometimes bring backlash from member businesses and industries hesitant of the transition to clean energy. “Any opportunity that we have to bring stakeholders from various impacted industries along early has been important in our success,” says Glover. “Bringing those stakeholders to the table so that you’re not developing people who are opposed to the chamber’s position but really have a voice in concert with the chamber. It doesn’t mean you’re going to win everybody over but you haven’t alienated them because you’ve listened, heard their concerns, and engaged them along the way,” says Silver.

Climate action and racial justice efforts go hand in hand in many communities across the country. Many times those impacted by extreme weather conditions are of low to moderate income families and minorities. “This is something that has risen to the top,” says Beceiro. Specifically in Houston “Mayor Turner’s climate action plan is specifically geared towards improving infrastructure and resiliency in low to moderate income communities.”

Becoming more environmentally conscious as a business has great benefits for growth and opportunities. Silver shared her chamber’s program that offered members a free green business certification class. Taught by experts in the community, the six week class honed in on what clean energy, and climate resilience and sustainability meant to each individual business. “The certification promoted businesses particularly among younger generations that want to know that a business is attentive to the environment,” says Silver.

One of the most essential functions of chambers is to advocate for strong economic business policy and legislation to help their communities thrive. Whether it’s EV infrastructure investment or advising members on why it’s good business to consider reducing its carbon footprint, or supporting a wind or solar project in the community, it’s all about supporting business growth, economic investment and job creation. Chambers not only need a seat at the table when making these critical decisions, but need to be seated at the head of the table leading them.

Senator Tillis, NC Chambers, and Industry Leaders Drive Home Leadership Opportunities in EV Innovation

U.S. Senator Thom Tillis, North Carolina chambers of commerce, economic development executives, and industry leaders recently gathered for a dialogue on what’s at stake for the state’s electrification industry via a webinar hosted by Chambers for Innovation and Clean Energy (CICE) and Conservatives for Clean Energy. With other countries looking to corner this market, the message was loud and clear, North Carolina has the opportunity to lead nationally, and globally, in the innovation of electrification transportation, especially in the medium-heavy duty space, delivering new jobs and economic investment.

During the event, Senator Tillis shared his support of clean energy development opportunities in the state including electric vehicle innovation as it pertained, primarily, to medium to heavy duty EVs, as well as his support of a robust, bipartisan infrastructure package. “It is exciting to see the progress we’re making in the area of renewable energy, and to see the opportunities that we have in the United States to be an innovator and a leader particularly when talking about medium to heavy duty electric vehicles,” said Senator Tillis. His recent bipartisan leadership and support of the infrastructure bill helped propel its passage by the Senate. If passed by the House, the bill will provide millions of dollars in investments for roads, highways, EV infrastructure, climate resilience, and more.

Three leading North Carolina chamber and economic development executives all shared their support of the growing opportunity to lead in EV innovation and the economic growth impact of clean energy.

“Transitioning to a cleaner and more resilient energy system is good for customers, businesses and the state of North Carolina,” said Joe Bost, Senior Vice President, Government Affairs, Charlotte Regional Business Alliance.
“Clean tech and energy innovation in power, automotive and aerospace sectors continue to drive real and sustained growth in the workforce, wages and GDP of the Asheville region,” shared Clark Duncan, Senior Vice President of Economic Development, Asheville Area Chamber of Commerce.
“Cary Chamber has been committed for six decades to support and attract world-class, innovative companies and its partners that are leading innovation in developing cleaner and more efficient forms of technology,” stated Mark Lawson, President and CEO, Cary Chamber of Commerce.

Industry leaders Trane Technologies, Eaton and Hitachi ABB Power Grids touched more on the growth, feasibility and benefits of the electrification of transportation in North Carolina. “Collaboration of legislative leaders and the business community becomes a vital key in the global competition towards electrification that will power a more sustainable future. These issues of sustainability, emissions reduction and efficiency are not partisan issues at Eaton,” said Christopher Hess, Vice President Government Relations and Public Affairs, Eaton.

Susan Munroe, Deputy Director with CICE pointed out during the webinar that North Carolina can and should lead in this space sharing, “It really is about attracting the best and brightest to the state, setting a path for job creation, manufacturing, and support of the technology to get us there. It will require robust state and national infrastructure policy as well as private sector leadership.”

Chambers, Businesses, and City Leaders Prioritize Arizona’s Needs for Federal Infrastructure Investment

Chambers for Innovation and Clean Energy, in partnership with Arizona Forward and the City of Tempe Office of Sustainability, led a three part series of workshops in June with Arizona business and community leaders. The workshops provided a forum for candid and detailed discussions with congressional staff about the priorities for Arizona regarding infrastructure needs, especially as they relate to clean energy and sustainability investments.

Congressional staff of Senators Sinema and Kelly, and Representatives Stanton and O’Halleran joined city and chamber leaders from Tempe, Phoenix, Sedona, Tucson, and Casa Grande. Each chamber executive involved articulated the needs and vision for their business communities they represent and worked with their colleagues to prepare a concise set of recommendations for infrastructure investment which included prioritizing investments in electrified transportation, clean and resilient energy and water, care for public lands, and increased job creation opportunities.These recommendations and priorities were summarized in a letter that was subsequently submitted to the congressional offices.

Arizona chambers, via these workshops and many other examples, continue to demonstrate leadership in support of robust infrastructure policy by working side by side with industry leaders and elected officials to build a thriving, resilient business environment for all Arizonans.

Tampa Bay Chamber VP of Advocacy Writes Op-Ed on Importance of Clean Energy in the Business Community

Nic Glover, vice president of advocacy for the Tampa Bay Chamber composed this Op-Ed to illustrate the importance of clean energy and resiliency, and the role it plays in a vibrant business community. This editorial was published by the Tampa Bay Times on July 19, 2021.

Increasing clean energy and resilience for all Tampanians benefits our business ecosystem

Tampa is among the fastest growing cities with community leaders and public officials who have a compelling and inclusive vision for the future, and even a Super Bowl title, back-to-back Stanley Cup championships, and an American League pennant.

Our community is looking ahead by prioritizing investments presented by the clean energy economy. By making resiliency a top priority, Florida’s business networks can ensure that the state’s business environment remains strong well into the future. As we make these investments, we must also uphold the highest standards of diversity, equity, and inclusion, ensuring that improvements, from weatherization and improving home insulation to EV charging stations and the redevelopment of brownfields, benefit everyone in our local communities, especially the historically underserved.

Clean energy and resilience have become integral measures of a region’s overall competitiveness. That’s a key reason for The Tampa Bay Chamber’s decision to include goals in its policy platform to advance them both and to engage the business community in supporting local action surrounding these priorities that are flexible, predictable, and durable.

The cities of Tampa, St. Petersburg and Orlando recently joined the Florida Race to Zero, a competition among Florida cities to reach carbon neutrality. The competition is helping to stimulate clean energy action while benefiting economies by creating more clean energy jobs and promoting economic competitiveness. Needless to say, the Chamber supports this initiative and the work of these cities’ governments.

We also recognize the important contribution of Water Street Tampa, a new urban community that promotes wellness and sustainability. The project serves as a living example of how clean energy efforts bring innovative solutions to the table – such as the community’s district cooling plant that significantly increases energy efficiency.

Clean energy and sustainable development attract major companies, which are more focused now than ever on meeting their emissions goals. When considering relocating to a new city – and bringing massive potential for local economic benefit – businesses consider whether they’ll have access to the renewable energy they seek.

For Florida cities to remain economic leaders, it’s necessary that they work together with their local communities and businesses to prioritize clean energy. It’s also necessary that we equitably include all communities in resilience initiatives, moving beyond historical practices that often fell short on environmental justice. The Tampa Bay Chamber is committed to keeping frontline communities top of mind and ensuring that no neighborhood is left behind.

Overall, Florida is doing well promoting legislation surrounding resiliency, but it is time for us all to be proactive instead of reactive. The business case supports a move towards clean energy, and I encourage other Florida chambers and businesses to implement programs that expand clean energy in their areas. Together, we can create a stronger, equitable, more innovative business environment that brings lasting benefits to cities across the state of Florida.

Tampa Bay Chamber and Business Leaders Discuss Resilience, EVs and Clean Energy with State Senators

Soon after the Florida legislative session concluded, more than 50 Florida chambers of commerce executives and their member businesses participated in a dialogue recapping bills related to resilience, EV infrastructure, as well as discussing clean energy opportunities.

Co-hosted by the Tampa Bay Chamber, Conservatives for Clean Energy and Advanced Energy Economy; the webinar was kicked off by Nic Glover, VP of Advocacy at the Tampa Bay Chamber, and featured Senator Brodeur (R-Seminole), Senator Brandes (R-Pinellas), and Scott Thomasson, President of Sunbelt Strategies.

Both senators emphasized the need to strengthen resilience efforts in the face of climate change due to its impact on Florida’s economic competitiveness, especially regarding rising insurance rates for business owners. As Senator Brodeur pointed out "(Implementing) a uniform resiliency plan for the state in terms of sea level rise is so important. And why is that? The business community doesn’t like surprises. When we do this, we help stabilize insurance rates. We help promote tourism because we know what we are doing to mitigate risk. We have a more attractive business environment."

They also recounted key legislation that was addressed in the last session and is likely to reappear in the future. Senator Brandes, who has been a champion for electric vehicles, pointed out that if Floridians are in the process of evacuating for a coming hurricane, they need adequate EV infrastructure in place to recharge while on the road. This is something that the state has initiated through the Electric Vehicle Infrastructure Master Plan. The Senator also remarked, “At some juncture you’re going to have to allow for Power Purchase Agreements in Florida. Today you can put solar on your property, you can use it yourself, but if you sell it to your next-door neighbor because you have excess, now you are considered a utility.” Senator Brandes went on to explain that one of his proposed bills allowed a business to sell excess energy to a nearby business.

In summing up the previous legislative session, Senator Brodeur discussed bills he sponsored to support the expansion of renewable energy, including biogas. Senate Bill 896 on renewable energy passed and you can learn more about it here. Both senators are confident that the clean energy issues that were not passed, such as renewable energy targets, EV charger grant program, EV fees, and Solar Power Purchase Agreements, will resurface next session. They also provided a view to the 2022 session and clean energy legislation that may alleviate flooding, beach erosion, and address climate change.

Nic Glover highlighted the tremendous economic opportunities for chambers to engage in clean energy and resilience issues. “Why is the Tampa Bay Chamber interested in clean energy and climate resilience? Quite simply, we view the ideas of sustainability and resiliency as issues related to our region’s overall competitiveness” Glover commented. “Our Chamber wants to ensure that our members and the business community at large are informed and prepared to take full advantage of the opportunity that the new green economy represents.”

Tony Sheridan, President and CEO of the Chamber of Commerce of Eastern Connecticut co-authored this op ed to illustrate the importance that the Regional Transportation Climate Initiative has on Connecticut businesses and local economic development. May 28, 2021- Whether looking at it from an environmental or business perspective, there is no doubt that the Transportation and Climate Initiative (TCI) is a winning strategy. TCI will be a catalyst for bolstering manufacturing, spurring innovation, and ushering in clean energy jobs. It will give Connecticut a technological advantage while being a step in the right direction in addressing the threat of climate change.

From a business perspective, the Transportation and Climate Initiative (TCI) is a catalyst to bolster manufacturing, to spur innovation, to bring jobs, and to give a technological edge to our state while being a step in the right direction in addressing the threat of climate change.

TCI, a regional cap-and-invest program, will reduce green-house emissions while generating $100M per year in investments dedicated to improving public transit, increasing pedestrian and cyclist safety, and electrifying buses and trucks.

Connecticut has an illustrious manufacturing and innovative past when it comes to transportation, from bicycles to shipbuilding, and even with the first ever manufactured electric car. Few may know that the car was the Columbia Victoria, in which President Theodore Roosevelt cruised the streets of Hartford in 1902. TCI, which is currently in front of our state legislature, is a rare opportunity to resurrect and reconnect with this prestigious history.

Our history matters, it is why so many visit our beautiful state every year, and this is also why Connecticut benefits from a healthy tourism industry. Sadly, our antiquated transportation system undermines this vital sector. For example, when a family sits for three hours on I-95 while visiting Connecticut, they will not be eager to come back. We have no choice but to modernize our transportation system and to improve our infrastructure from top to bottom.

Our state remains nonetheless attractive to manufacturers, thanks to a skilled workforce, strong community colleges, and creative business leaders. For instance, Connecticut hosts the only two companies that manufacture electric vehicle chargers, a $500B industry. However, 90% of these chargers are exported out-of-state. If we invest in this infrastructure, we will create local jobs for general contractors, electricians, engineers, and architects. Presently many states are fighting for these jobs as Nevada, Texas, Alabama, South Carolina, and Georgia are looking to bring the jobs to their states.

Not only that, but TCI offers opportunities for business expansion. For example, gas stations can reinvent themselves. We all know that it takes a little longer to charge an electric car than to fuel a tank with gasoline. This means customers will be at the station longer, which is a dream to any business owner. Gas station convenience stores could become destinations where EV drivers enjoy cappuccinos or artisan bakery goods – which are products with much higher margins than a candy bar.

As business leaders, we cannot ignore the fact that climate change is already presenting a threat to our communities and must be addressed. Our state is one of the worst states for air quality in our nation and if we don’t respond, Connecticut will become a less desirable place to live and do business. By investing in clean and sustainable transportation, by improving our transit system, we are helping Connecticut thrive while fighting climate change.

The first-ever manufactured electric car, the Columbia Victoria and its inventor Albert Augustus Pope, were ahead of their time but today is certainly the moment to embrace innovations. More than a century after President Roosevelt’s electric ride in Hartford, another President, Joe Biden took a Ford electric pick-up truck for a test drive, highlighting the United States’ industrial and technological leadership.

While the world is transitioning away from fossil fuels, members of the Connecticut General Assembly are now faced with a clear choice. Stall the economy of Connecticut or be thoughtful and bold by embracing economic growth, innovation, and jobs.

Wilmington Chamber honors Cape Fear Solar Systems with top pick at Coastal Entrepreneur Awards

The Coastal Entrepreneur Awards run by the Greater Wilmington Business Journal and the University of North Carolina Wilmington Center for Innovation and Entrepreneurship is an opportunity for area chambers of commerce to recognize their top businesses and organizations within the community. Announced in the Wilmington Business Journal, the Wilmington Chamber of Commerce awarded Cape Fear Solar Systems with their Entrepreneur of the Year Award.

“We presented the award to Cape Fear Solar to recognize their entrepreneurial spirit and fantastic growth in recent years. We were thrilled to participate in their groundbreaking for a new headquarters building and look forward to helping them continue to grow,” says Natalie Haskins English, president and CEO of the Wilmington Chamber of Commerce.

Lawton/Fort Sill (OK) Economic Development Announces 300 new jobs and new HQ for wind energy company

When Carter Wind Turbines (CWT) selected Lawton, Oklahoma as the site of its new wind energy company, it was the largest economic development announcement the community had seen in 20 years. Along with the new headquarters, the company plans to hire 300 employees over the next 5 years and initially invest $10 million. 

“Bringing quality jobs and investment to our community is essential and we are excited to be making this announcement,” said Brad Cooksey, President of Lawton/Fort Sill Economic Development Corporation (LEDC.) “We look forward to this long-term partnership as Carter Wind Turbines compliments and diversifies our local economy. Lawton is committed to supporting this company from the beginning through all phases of construction and operation and for many years to come.”

The technology developed will be used to replace diesel fuel with wind power, especially in remote, extreme environment locations and developing economies where 50% or more of income is spent on energy. CWT recently received two US Department of Energy grants to continue development and improve access to affordable and reliable electricity. 

“Oklahoma has again demonstrated why we are a Top 10 State,” said Oklahoma Governor Kevin Stitt. “I had the opportunity to meet with Matt Carter during his decision-making process and it was clear we had an aligned vision for success. We are so glad to welcome Carter Wind Turbines to Oklahoma.”

OH Chambers and ED Oppose State Efforts to Thwart Massive Solar Investment; CICE Welcomes Isaac Lee

Ohio now has an opportunity to capture more than $18 billion of investment from utility scale solar developments. If realized, that would land Ohio as the state with the 3rd highest solar investment pipeline. Additionally, according to a recent survey, a clear majority of Ohio voters support solar development and welcome it in their community.

Therefore, it is no surprise that chambers of commerce, economic development professionals including the Ohio Chamber and Columbus Partnership, business and labor associations came out in force to oppose legislation that would limit or eliminate solar development in the state. Brian Dicken, Toledo Regional Chamber Vice President, Advocacy and Strategic Initiatives in an editorial in the Toledo Blade, weighed in, "Passage of the proposal would send an unmistakable message that renewable energy jobs are not welcome in Ohio — driving them into the open arms of our neighboring states."

House Bill 118 and Senate Bill 52 would allow local township voters to cast a ballot on whether their township neighbors would be permitted to host utility solar or wind projects on their property. Further, the bills will abolish pro-business, free-market principles that have guided Ohio for many years by inserting burdensome layers of regulation on two forms of energy generation only and create uncertainty for future investment in this state.

Perhaps most concerning for any economic development or chamber professional is the dangerous precedent these bills present by laying the foundation for any new investment in a community being subject to a local vote. These bills would also establish a precedent for local votes for any kind of agricultural land usage such as large livestock operations, specific crops, or ag equipment.

Jed Metzger, President and CEO of the Lima/Allen County Chamber of Commerce, recently shared, “In our community, Birch Solar would provide a significant infusion to (our local economy) – contributing approximately $2.7 million in new annual revenue for schools as well as local and county governments, $4.6 million in annual operating expenses spent in the region, and 400 or more construction jobs with 80% local workers.”

<In Licking County, another proposed solar project is receiving similar support. The 500-acre proposed development would power Facebook, Amazon and Google data centers and provide a financial windfall for property tax recipients, especially Southwest Licking Schools.

Licking County Commissioner Tim Bubb stated, "There's no aspect of it that's a negative. Facebook, Amazon and Google all want to buy green energy from the grid. There's a desire for that energy."

Nate Strum, former executive director of GROW Licking County, agrees saying, "I think this is something that makes us more attractive to large-scale opportunities. We see renewables as a driver to power our future economic growth. The opportunities with this project are far beyond the initial investment in our county- our townships and schools will reap the benefits from the PILOT (Payment In Lieu of Taxes) revenues for years to come."

As exciting as these opportunities sound, House 118 and Senate Bill 52 would jeopardize these and many other projects from delivering such investment to Ohio communities.

MA Speaker Mariano unveils plans to invest big in the offshore wind industry at Boston Chamber Event

Massachusetts House Speaker, Ron Mariano, unveiled a plan to make major financial investments that will turn the South Coast into “a hub of wind energy for the region” at a recent virtual event with the Greater Boston Chamber of Commerce. Speaker Marino added that the House plans to give $10 million to the Massachusetts Clean Energy Center to prioritize job training programs that prepare workers for offshore wind construction.  He also pledged to put forth a “large-scale” bond bill to invest in port infrastructure that can serve the offshore wind industry.

This proclamation came a week before the Biden Administration’s commitment to fast-track permits for offshore wind on the East Coast, a welcome change after years of delays to Massachusetts’s Vineyard Wind project.  

“We are really excited to capitalize on the growth of the clean energy industry,” said Greater Boston Chamber of Commerce President and CEO, James Rooney. “Beyond the environmental benefits, we see it as a great opportunity to not only create local jobs, but also position the Commonwealth as a leader in a billion-dollar field.”
