Evan joined CICE in 2025 as the Policy & Government Affairs Manager. Previously, he worked for the Indiana State Budget Agency for 5 years as a Budget Analyst and Assistant Director. His work at the State Budget Agency focused on fiscal responsibility, legislative and fiscal analysis, managing the State’s capital budget, and working with the State Budget Committee. He also served for two years as the Treasurer for Stonewall Sports - Indianapolis, an LGBTQ+ focused recreational sports league.

Evan earned a bachelor’s degree from Indiana University - Bloomington and an MPA in Energy and Environmental Policy with a minor focus on Economic Development from the University of Pittsburgh.

Evan is a native Hoosier and current resident of Indianapolis, IN where he lives with his partner, Jason, and fur-child, Ares. In his free time Evan enjoys board games, fitness, rock climbing, and playing sports.
